The Union Cycliste Internationale (UCI) has announced that its Disciplinary Commission has decided to lift the provisional suspension of Eduard Vorganov, the Russian rider whose sample collected during an out-of-competition control on 14 January 2016 returned an Adverse Analytical Finding (AAF) for Meldonium.

As provided by the UCI Anti-Doping Rules (ADR), Vorganov requested the lifting of his provisional suspension. Under the UCI rules, such request is examined by the UCI Disciplinary Commission.

A provisional suspension can be lifted where the Rider establishes the assertion of the Anti-Doping Rule Violation (ADRV) has no reasonable prospect of being upheld, or that there is a strong arguable case that he bears “No fault or Negligence” for the violation asserted, or
some other facts or circumstances exist that, in the UCI Disciplinary Commission’s opinion, make it clearly unfair to impose or maintain the Provisional Suspension. 

After analysing the case, the Disciplinary Commission decided to lift the provisional suspension against Vorganov.

 

For the sake of clarity, the case is not yet resolved as the results management is ongoing. At this stage and until the adjudication of the case, the UCI will not comment any further.

 

Meldonium is classified as S.4.5.3 “Hormone and Metabolic Modulators” and was added on the Prohibited List on 1 January 2016. Earlier this year WADA announced that the presence of less than one microgram of meldonium in doping samples in tests conducted on athletes before March 1 this year is acceptable. However, the amount of the substance in Vorganov's sample hasn't been released.
