By January 1 2017, the UCI plans to introduce a comprehensive reform of professional cycling and most notably the WorldTour. Acoording to reports from Biciciclismo, however, the arrival of Brian Cookson as president has changed all the initial plans.
At the moment, the reform process is ongoing and the time horizon has not been changed: the new structure is expected to be in place on January 1, 2017. However, none of the elements that have been announced -16 A WorldTour teams, 8 B WorldTour teams, talent teams of 10 riders etc. - are guaranteed to be part of the final reform.
Everything has to be discussed again in a new reform project that fits Cookson's criteria and not those of Pat McQuaid, the former president.
At the same time, this new reform must be accepted by ASO, organizer of the Tour de France and owner of the most prestigious races on the international calendar.
Therefore, the reform is anything but simple and, right now, there is no guarantee that it will be in place in early 2017. The idea is to start from scratch and find new points of agreement.
